Objectives and Missions

Propose legislative and regulatory reforms tailored to the African context
- Conduct legal and institutional assessments of national and regional frameworks.
- Propose legislative and regulatory reforms tailored to African realities (multimodal transport, cabotage, security interests, transport documents, liability, and insurance).
- As part of the Observatory on Maritime Transport and Intermodality in Africa, participate in the design, development, and dissemination of legal tools (laws, model contracts, transport documents, multilateral or bilateral agreements, etc.) to promote the harmonization of applicable law and address emerging challenges in maritime and multimodal transport.
- To provide a modern and pragmatic legal framework that meets the needs of public institutions, economic operators, and stakeholders in the multimodal transport chain.
- Support and organize initiatives aimed at promoting the development of maritime transport and intermodality at the continental and regional levels, in order to enhance their international competitiveness.
- Support governments and regional institutions in implementing and adopting modernized legal frameworks.

To promote sustainable mobility, alleviate congestion on transportation corridors, and develop land-based infrastructure in the hinterland
- Facilitate trade and streamline supply chains.
- Encourage a shift in transportation modes from road to sea, inland waterways, and rail.
- Relieve congestion on land routes, promote sustainable mobility and traffic flow, and harness the potential of intra-African maritime transport.
- Incorporate issues related to safety, security, and marine environmental protection into transportation policies.
- Develop programs to reduce traffic congestion in major economic corridors.
- Promote and support compliance with international environmental and safety standards.

To streamline administrative and customs procedures, enhance port performance and competitiveness, and promote the efficient development of maritime transport and intermodality
- Promote short-sea shipping and intra-African coastal shipping.
- Identify the obstacles to the development of maritime transport and intermodality in Africa, and propose concrete solutions for improvement.
- Promote and strengthen the development of multimodal corridors that integrate ports, waterways, rail, and road.
- Simplify and reduce administrative and customs requirements, and streamline port operations.
- Encourage the development of regular regional maritime freight routes.
- Promote the integration of maritime and multimodal transport into national and regional transport and logistics policies.
- Identify logistical bottlenecks in ports and multimodal transport chains.
- Promote the digitization of logistics and port processes (one-stop shop, traceability, XML, etc.)
- Help reduce transportation costs and lead times for operators and users.

Toward cooperation, advocacy, and strategic positioning for Africa in the international market
- Strengthen regional and international cooperation in the areas of maritime transport and intermodality.
- Conduct advocacy efforts with public policymakers and technical and financial partners.
